Harding, 26, has signed a two-year deal with the Chairboys to be reunited with Waddock, who managed the formerEngland C international during his time as Shots boss.
"It's great to be here," Harding told Chairboys Player.
"Wycombe play fantastic football and that was a massive attraction for me. I'm over the moon."
Speaking to wwfc.com, Waddock said: "I've known Ben for a while and his footballing ability, character and attitude will see him fit perfectly into the squad.
"He's comfortable in possession, has good vision and is somebody who will create from the middle of the park."
